State Forensic Science Laboratory (SFSL) - Brief History

Brief history of the Organization

The State Forensic Science Laboratory made its modest beginning by upgrading the pre-existing Regional Forensic Science Laboratory of the SFSL Bihar, situated in Ranchi. Though the need of establishing a state level Forensic Science Laboratory was felt soon after the formation of the state, however, its actual creation was formally announced by a Government Resolution on 22nd December 2005. Twenty five acre land was allotted for the construction of a state-of-the-art State Forensic Science Laboratory building at Hotwar, Ranchi. Required funds were also sanctioned to build the structure from time to time. The laboratory would become a self sufficient campus with infrastructure facilities such as staff quarters, auditorium, guest house, conference hall, etc. The construction work of the main laboratory building is completed and the laboratory would soon start functioning from its newly constructed building at Hotwar.

In the month of June 2006 the post of Director was filled up and later, other scientists and technicians from Bihar FSL joined the laboratory. Actual case examinations started from the month of September 2006, with bare minimum facilities. In view of the limitations of the available infrastructure in a rented accommodation, it was decided to shift the laboratory to a government building which could be developed as a temporary location for the laboratory till its building comes up at Hotwar. Decisions were taken and adequate funds were sanctioned to renovate jail wards outside the old jail premises. After renovation, on 15th January 2008, the laboratory was shifted to its present location. At present, the SFSL possesses many sophisticated and ultra modern analytical equipment. Important units such as Forensic Ballistic, Biology, Serology, Explosives, Physics, Toxicology, General Chemistry including NDPS and DNA profiling units are fully functional.

District Mobile Forensic Vans

In order to ensure optimum utilization of the forensic science techniques in crime investigation, such as processing of the scene of crime, collection, handling, preservation, packaging of the physical evidence, eighteen Mobile Forensic Vans were developed and were deputed in the districts. Each van is equipped with modern crime scene processing kits and equipment to handle any crime situation, effectively. At present, graduate constables trained in scientific crime investigation are deputed with the vans to assist the investigating officer. In near future seven Forensic Mobile Vans will added to deploy them in remaining six districts of the state and one for the Head Quarters.
